Reserved Matters at Linton, Cambridgeshire – Approved By Planning Committee
IPS were pleased to achieve reserved matters approval for a site at Bartlow Road, Linton earlier this month for our clients Abbey Developments Ltd.

The site was the subject of an extant outline planning permission for up to 55 dwellings granted in September 2017. Following this, a reserved matters application sought the approval of details pursuant to the outline application, particularly considering the layout of the site, the scale and appearance of the buildings and landscape treatments. This was subsequently refused in May 2019. The application was recommended for approval by the Case Officer, however, it was refused by the Planning Committee following substantial objections by members of the Parish Council.
IPS were instructed to assist with the project, following the refusal of reserved matters. IPS worked with the project team to address the Committees’ reasons for refusal which focused on the distribution of affordable dwellings and terraced appearance of the scheme, which sloped downwards towards the river. The revised scheme fully addressed the reasons for refusal with adjustment of the site levels, the creation of a green link running through the site and adjustment of the affordable properties’ distribution around the site.
IPS maintained discussions with the LPA and Case Officer throughout the consultation process, attending meetings and ensuring that all concerns were fully addressed and considered. Consultees were satisfied with the changes proposed and have noted a number of positive aspects of the revised scheme. This includes the green link and planting proposed along Bartlow Road as well as a reduction in the number of dwellings facing Bartlow Road, creating a less formal building line and minimising the visual impact of the proposed development on this sensitive part of the site. The Urban Design Officer considered that the revised layout addressed the issues raised in the first reason of refusal concerning the impact of building line and level of landscaping on Bartlow Road and therefore improved the scheme.

The application was reported to SCDC planning committee in November 2019, the case officer continued to recommend the approval of the application. Robert Gillespie from IPS, represented the client and spoke to the Planning Committee regarding the scheme and highlighting proposed changes in response to the previous refusal. The Committee resolved to approve the reserved matters.
IPS were pleased to have achieved a favourable outcome for our client Abbey Developments within a relatively short time frame and following strong opposition to the scheme from the Parish Council. We look forward to seeing this scheme commence shortly.
